Creative Commons - Another local favorite.  You can list your article here and allow others to publish it.

Article Announce - Interesting web page detailing article announcement lists.

The Phantom Writers - You can outsource the distribution of articles through this company.  We have not used them yet.

Article Directories - A directory of sites that you can submit articles to.

EZine Articles - This is probably the biggest and most popular site to submit articles to.
